Personally I ask my clients what they do on a daily basis. I also give them three tier options

Budget Tier - aka Affordable option

Consumer Tier - aka Pretty good Computer option

Prosumer Tier or Future Proof Tier - The most expensive top of the line option

This method always got great feedbacks from my clients and they loved they got options. But I usually always start off of what they do on a daily basis to get them most accurate list of what computer they need to purchase.
